As Christians, we sometimes think that God is somehow limited in using only His saved children to perfect His will. The reality is that He uses both those who accept Him and reject Him. God has used atheists, agnostics, and false teachers throughout history. The Lord has used even Satan and his demons throughout time.
Pharaoh was just one small example of God demonstrating the miraculous nature of His power through Moses, and ultimately sending the Israelites into the desert and on to the Promise Land.
